P&Z approves motorcyle/ATV expansion and Racetrac

During its regular Jan. 05, 2017 meeting, the Forney Planning and Zoning Commission met and (this is the preliminary report, subject to change):


  • Held Public Hearings (after explaining legal counsel suggests closing public hearing before consideration) re:

    • Approved an amendment to the Conditional Use Permit approved for a Farmers Market to operate on the Forney Original Plat, Lots 1-10, by amending the frequency of the use from one time per month to two times per month.
      Mr. Morgan briefed the board, stating the only change was allowing twice per month events.
      There was no public input.

    • Approved a replat of Lot 655R, Block R, John Gregg Addition and Lots 8, 9, and 10, Block R, Second Revised Plat of the City of Forney.
      Mr. Morgan briefed the board, persons within 200 ft were notified, no responses were received.
      Representative of the applicant stated he was available for any questions.

  • Approved a site plan for RideNow Powersports, located south of US Highway 80 and west of Elm Street.
    Mr. Patroski briefed the board, staff recommends approval.
    Mr. Christie answered questions - Mr. Bowen asked if the current building would be re-hab'd; they will keep the existing metal frame, add to it, so will meet height and setback restrictions. Mr. Rexrode asked about footage; adding 13k ft to existing building, they have no plans to modify the side building. Ms. Coffman asked about greenery screening on the larger section. And what the plan for the large area was - no specific plans now, would be available for future expansion. Mr. Bowne asked what would be sold - motorcycle, atv, possibly water craft. Mr. Rexrode asked when it would start - 1st Q, finish by year end. He then asked if they could request not having brick facade; Mr. Morgan said buildings could only be expanded by 10% without becoming conforming, they could request a variance, but it can't be done now, requires full elevation drawing.

  • Approved a site plan for RaceTrac Market, located at the northeast corner of F.M. 548 and F.M. 1641.
    Mr. Morgan broke the discussion into two sections: building and traffic. 20 pumps, brick & stone, 32 parking spaces, stacking space in compliance with regs. Traffic: TxDOT reviewed, stated driveways don't meet requirements, suggested 2nd drive be right in/out only, and all intersection signal costs be borne by developer.
    Drew Cunningham of Racetrac answered questions - Chmn. Wilcoxson didn't agree that impact would be minimal; Drew Cunningham said their development would have minimal impact. Chmn. Wilcoxson spoke of N traffic turning left onto Broad, which causes significant backup; Drew Cunningham said they don't increase # cars on the road, it's not a destination. Chmn. Wilcoxson mentioned the traffic impact of the train - again, the traffic will not be different because of this development. Chmn. Wilcoxson asked about the left turn lanes from 548, and the change in signal timing a four-way intersection will cause. Drew Cunningham said it is currently a level B intersection and would remain so after this development. Mr. Rexrode asked about the dumpster viewability; they will have required gates. Mr. Cunningham asked about the other 25 acres; Mr. Morgan said it is zoned commercial, they did require future commercial uses be considered in the TIA, and the drive at the stoplight could be a driveway to the rest of the development. Chmn. Wilcoxson asked about the left turn lane - Drew Cunningham said median measurement indicates there is enough room. There was some discussion about the deceleration lane for the development across the street. Ms. Coffman asked about the right in/out, not meeting the distance requirements; Mr. Morgan said that was part of the TIA. 425 is requirement; it is probably about 300 ft. TxDOT said city would suggest the change? TxDOT made recommendations based on this site.

    Mr. Cross asked if was potential to widen 1641; yes is ROW there, but no idea when could happen. Mr. Bowen asked if there was room for anything on N side of property; Mr. Morgan said a little, but probably no driveway. Drew Cunningham said the 2020 buildout projections assumed the 25 acres is developed. Mr. Rexrode asked about delivery trucks; the developer does truck turn analysis.

  • Discuss a future amendment to the City of Forney Comprehensive Zoning Ordinance, focused on creating standards for senior residential uses.
    Mr. Morgan had a slide presentation showing what staff is considering. Mr. Cunningham asked if there was a min sq ft requirement; Mr. Morgan said would be for overall and unit sizes. Mr. Bowen asked if had requirements for these now - . Mr. Bowen asked about ownership requirements; Mr. Morgan said staff had not looked at that.
